go see Shivering Isles expansion for Oblivion Tribunal & Bloodmoon for Morrowind and Dawnguard & Dragonborn for Skyrim. Honestly, a lot of the really interesting worlds and whatnot, which seem to more interestingly-crafted to me, wind up in the Elder Scrolls expansions - i.e. Witcher 3 goes for more of an open-world thing - but Oblivion (out-the-box, as is, unmodded) scales its game & enemies always to your character's level.
Also, Witcher series' decisions often seem to be more branching & matter a lot more than what Elder Scrolls series normally tries to do. Witcher 2 isn't a fully open-world game, either - as a lot of it is broken down by areas ad chapters.
